Eriogonum cinereum, or Ash-Leaf Buckwheat, is a compact perennial with rounded silver-gray leaves and beautiful pink to rust flowers..It does amazing on Southern California coastlines, would probably be fine all the way up the coastline, but doesn't survive the frosts very well. It can survive frosts down to 15 degrees, but dies at 10 degrees.
